Повестка совещания:
1. Вопрос о каноничности хиротоний, совершенных Синодом Митр. Виталия в Мансонвилле в 2001 г.
2. Поминовение властей
Резолюции:
1. После продолжительного обсуждения и рассмотрения всех обстоятельств было сделано решение признать действительными епископские хиротонии, совершенные Синодом Митр. Виталия в Мансонвилле в 2001 г.
2. Св. Церковь за каждым богослужением молится за гражданские власти согласно повелению Св. Писания: «Итак прежде всего прошу совершать молитвы, прошения, моления, благодарения за всех человеков, за царей и за всех начальствующих, дабы проводить нам жизнь тихую и безмятежную во всяком благочестии и чистоте» (1Тим. 2, 1-2).
И в другом месте св. Ап. Павел говорит, что «нет власти не от Бога; существующие же власти от Бога установлены» (Рим. 13, 1)
Это означает, что сам институт власти установлен от Бога для поддержания порядка и обуздания преступности. Но власть, которая открыто восстаёт против Бога и Его закона, и преследует Церковь, не может быть названа властью от Бога.
Св. Новомученики Российские не молились за безбожную власть, в отличие от сергианской МП.
В настоящее время власти издают указы явно враждебные Церкви. Как например, запрещение посещать церковное богослужение, запрет на св. Причащение, пение в храме и тп. Для совести священника становится тяжело поминать за богослужением власти, открыто богоборческие. С другой стороны, в правительстве могут быть и благонамеренные лица.
Поэтому в настоящее время Архиерейское Совещание оставляет на волю каждого священника поминать или не поминать местные власти.
Нежелающие поминать могут на ектениях вместо:
«О стране сей, властех и воинстве ея»
произносить:
«О стране сей и верою живущих в ней»
Bishops’ Conference (by phone) with the participation of the ROCA District Council, 20th of August 2020.
Conference agenda:
1. Question regarding the canonicity of the consecration of Bishops performed by Metropolitan Vitaly’s Synod at Mansonville in 2001.
2. Commemoration of authorities.
Resolutions:
1. After a prolonged deliberation and examination of all the circumstances at that time, a decision was made to acknowledge the consecrations as being valid, performed by Metropolitan Vitaly’s Synod at Mansonville in 2001.
2. The Church at each service prays for the civil authorities in accordance with the command of the Holy Scripture: “Therefore I exhort first of all that supplications, prayers, intercessions, and giving of thanks be made for all men, for kings and all who are in authority, that we may lead a quiet and peaceable life in all godliness and reverence.” (1 Tim. 2: 1-2).
And elsewhere St. Paul says that “there is no authority except from God, and the authorities that exist are appointed by God.” (Rom. 13: 1)
This means that the very institute of governing authorities was established by God to preserve order and curb crime. But the authorities that openly oppose God and His law, and persecute the Church, cannot be called authority from God.
The New Martyrs of Russia did not pray for godless Soviet power, unlike the Sergianist Moscow Patriarchate.
The authorities are currently issuing decrees that are clearly hostile to the Church. For example, the ban on attending church services, the ban on Holy Communion, on chanting in church, etc. It may become hard for a priest’s conscience to commemorate the authorities, openly theomachous. On the other hand, there may be well-meaning individuals in government.
Therefore, at present, the Council of Bishops delegates it to the discernment of each priest to commemorate or not to commemorate the local authorities.
Those who do not want to commemorate the authorities may pronounce at litanies instead of:
“For this land, its authorities and armed forces…”
” For this land and the faithful that dwell therein…”
